Junk yard problem?

I saw in T.V their are many junk yards are in western countries.They are full of recycled things (Used cars,iron parts and other metals,woods..etc) In my country (Sri Lanka) we can sell them and earn good money.Please tell me is their any owners to thous junk yards or do they belongs to government ?Can some one use that goods with no problem by police?

Atlanta Selling Junk Cars
In the States, junk yards are privately owned. The owners sell the scrap to individuals or companies to make money of off it. They usually have guard dogs, to deter people stealing from them.
