In other words, the car was sold for salvage value, parts only, as the insurance company deemed it could not safely be repaired.  If you do not have a rebuild plan and record, along with a certification of body integrity, done before a certification of safety, which also must be done, you will be arguing till you are blue in the face but will not get the status changed.
In Manitoba the law requires one of 2 things for auction sales.  Either the auction house establishes ownership (equivalent of title) of the vehicle before sale, then signs over ownership as well as issuing bill of sale, or the bill of sale is written so the house is selling on behalf of the legal owner, be it insurance company, bank, whatever, in which case you are entitled to ownership.  In your case, you have a bill of sale, but it would appear it is only from the auction, not on behalf of the insurance company.
Sorry I can&#039;t be of more help, you face an uphill battle.</description>

That&#039;s why you don&#039;t EVER buy a car with ONLY a bill of sale. A bill of sale proves nothing except that you paid someone money. This car I bought with no title.

You PAID for it.  But you never bought it.  The TITLE is certificate of ownership.  Without a title transfer you were NEVER THE OWNER.

Your only option is to try and find the previous owner and bribe him for the title.  But then again, he may want his car back.

NEVER BUY A CAR WITHOUT TITLE.  That is not a purchase.
